Senator Kelly moved and asked unanimous consent that SENATE                    
BILL NO. 87 "An Act extending the termination date of the Alaska               
Public Utilities Commission to June 30, 1994" be withdrawn.                    
                                                                               
President Halford ruled the motion out of order.                               
                                                                               
Senator Kelly moved and asked unanimous consent that the bill be               
returned to the Finance Committee.  Without objection, it was so               
ordered.

referred to the Finance Committee.                                             
                                                                               
President Halford stated he would also add Judiciary, Labor and
